I have a question for clarification. If my garage is built on the boundary (approved by the development plan), does the neighbor have to keep a 3m distance with a pergola/terrace, or am I misunderstanding?

A garage as a privileged boundary structure does not trigger setback areas. So no.

Google just said that if the patio roof is closer than 3m to the boundary, the neighbor must agree

Why should a garage be allowed right on the boundary but not a terrace? A carport also goes right up to the boundary, and that's basically a terrace for the car haha

Terraces are living spaces and therefore not privileged ;)

For the garage, there is a building envelope...

Left property: Garage stands all the way to the right on the boundary (building envelope)

Right property: Pergola is supposed to be on the left at the boundary (no building envelope)
