I believe that’s a saying that mainly originated shortly after the reunification, when old quasi-collective farms, run-down GDR industrial halls, and the extensive open-cast mining areas shaped the landscape. A lot has changed after 30 years.
Spreewald, Lusatian Lake District (also extends into Saxony), Werder, Beelitz, Scharmützelsee have all been significantly spruced up with a view to tourism.
I also think that a lot has been renaturalized in the Oderbruch area, etc.
The distinction could probably only be really awarded by someone who has thoroughly traveled every other federal state.
And even then, it would remain subjective.
At best, a statistical survey could be conducted on how beautiful the residents of a federal state consider their area. At least then the same bias would be present everywhere. But it would still only describe the opinion of the residents and not the landscape itself.

What is truly "ugly" - definitely not an entire federal state.

In every federal state in Germany, I have come to know places,

    [*]where people seem to treat things with utter lack of imagination and care
    [*]where many people look expressionless or hostile-skeptical
    [*]where mental narrowness has spread (there are quite different variants)
    [*]where something decayed tells not only of a yesterday, but especially of today's neglect
    [*]where hope, energy, and courage are viewed suspiciously or even opposed

I find such places ugly - no matter how beautiful the nature around them may be. There are some expensive places where I would not want to live, even if I were paid for it (e.g. job).

In every federal state I have been able to visit places that exert a wonderful charm on me. Some of these places are not particularly expensive.

Nice idea and thanks :D. A residential area is currently being developed in Nümbrecht. That would definitely be included.
