The Federal Cabinet decided this as part of the Annual Tax Act 2022. Next, the law will be introduced to the Bundestag, and then the Bundesrat must give its approval. Only then is it considered adopted and can come into effect in 2023.

In my assessment, every media consumer can also notice this by the fact that media can be relatively easily divided into "right" (for me conservative --> preserving, not "Nazi") and "left" (for me progressive --> avant-garde, not "Stalinist"). That would not be the case if they reported in a balanced way. This became clearer than clear at the latest with the Cologne New Year's Eve, but also before.

Then we would have more luck than sense. The modules are indeed on the roof and part paid. Final invoice and commissioning, however, not until 2023.
