You are wrong... "Grandma’s junk property" is for more and more people the only option... over the years, something is done again and again, especially in the craftsman+housewife constellation... energy costs... a new house with land costs 650k... an old house costs e.g. 200k... for 80k I make visual improvements and I doubt someone will live long enough to burn 370k...
If you get grandma’s house for 200k... two years ago, prices around here were rather 400k, making 50k additional purchase costs. Then you renovate for a good 100k and you are at the level with which we calculated our new build... all-in including land, kitchen, outdoor facilities. In the meantime, at least the asking prices on the portals have gone up significantly again; what they are actually sold for now, I don’t know.
By the way, the plan is risky in the sense that politics will eventually be forced to also mandate the renovation of existing properties. Or they have to abandon their CO₂ targets. But comprehensive protection of existing buildings and large savings at the same time won’t be possible.
