That's not new. The only new thing is that it is supposed to be regulated uniformly across the country. Bavaria, Schleswig-Holstein, Baden-Württemberg, Hamburg, and Berlin have been working on this for a while and are partially close to implementation.
From 2023 then KfW 55 as minimum requirement, from 2025 then KfW 40. Therefore, the subsidies for this will probably also be discontinued.
And honestly, that is not surprising either. KfW 55 is already almost the standard now.
