In 2023, the VAT on photovoltaics is supposed to be completely eliminated. It's probably not a huge deal, but it brings the break-even point a few weeks closer again. And you save yourself the VAT prepayment ;)
Otherwise, I wouldn't expect any further photovoltaic subsidies. The signs rather point to a mandate; the BW Greens would ideally like to introduce this for existing buildings now as well (for roof renovations it already is, so we're talking about a real existing building mandate), so far the CDU is against it. But constant dripping...
By the way, this is also a point that should not be completely ignored in the discussion. If something is going to become mandatory anyway, it's better to plan for it right away than to wait until everyone is really obligated.

It is probably even the case (checked today specifically) that even existing systems for which input tax has already been deducted and refunded can now be reclassified as "hobby activity" without consequences of partial repayment (however, this apparently only applies to a total of up to 30 kWp of all systems owned by one owner).

This is not quite correct. The VAT still exists, but at a zero rate. Since photovoltaic system operators are no longer burdened with VAT when purchasing the system, they no longer have to forgo the small business regulation in order to have the input tax amounts reimbursed. This relieves them of bureaucratic effort. However, to my knowledge, this only applies to new systems. For existing systems, only the income tax exemption applies. Those who currently opt for VAT are still bound by it until they switch to the small business regulation. Oh yes, the 70% curtailment rule has basically also been abolished.

For systems larger than 7 kWp, you're supposed to be able to lift the 70% limit using a smart meter? Is that a new/different/additional meter or what exactly is it and how much does it cost? Because I am running just under 10 kWp.

But wouldn't it make more sense to put the 24 modules only on the south? Instead of splitting it like that? In which number and which orientation? I would rather have argued to get rid of the storage and instead fully equip east, south, and west. That way you get quite a bit more in winter that helps to manage. But such nonsense with a few panels here and a few there...... I have 30 modules on a gable roof with good south orientation.

Yep, Smart Meter is then mandatory. Maybe already installed at your place? In some cases it is already mandatory. This means a new meter or an additional device.
The goal is that the electricity meter/the additional device performs data transmission.
Installation costs, if you voluntarily want a suitable meter, are at the operator’s discretion. Otherwise, there are annual caps for meter rental fees.

I myself don’t have one yet either, although I should (electricity consumption over 10,000 kWh + heat pump). But I have to get to it sometime, because quite a bit of electricity is cut off in summer (10 kWp system).
