Construction costs are currently skyrocketing

Why is that?
Energy is currently expensive because cartels have decided to reduce quantities and therefore prices have risen.
Production and supply chains are delayed because of the pandemic.
Demand is high because money is cheap and there are no interest rates.

None of these reasons have anything to do with the climate.

I am sometimes not quite sure if this has been understood everywhere: When electricity is expensive or becomes expensive, it is because of nuclear and coal. Wind power and solar are two to four times cheaper. Therefore, the current stock market electricity price for Germany is only half as high as for the countries around us. We have at least some renewables already. One should not infer the electricity costs from the own price. That is largely decoupled.

That is due to several factors. The requirements for energy-saving houses make building more expensive per square meter regardless of inflation. Green energy is cheap to produce, but today and in the medium term it is also scarce. Scarce things are never cheap. Oil and coal were never scarce, but users never had to bear the costs of climate change (until now). A false cheapness that simply ignored external costs. That will not come back. These price increases are related to global warming. Plus other effects result in the current horrendous prices.

Why can't people be forced to install a photovoltaic system on the roof in new buildings? The Energy Saving Ordinance is already a requirement that must be met. And if I look at the other regulations, that would be a breeze in terms of costs. In addition, photovoltaic systems are one of the few investments that pay for themselves over the years. People build a double garage, want to have preferably 200sqm+ for two people, but photovoltaic systems, no, just too expensive.... I am definitely not a Green Party voter, but in this case I would be in favor of a mandate.
