Your main meter is also located in a frost-free area, right?
For us, the submeter was installed right next to the main meter, both in the utility room. All indoor water pipes come off the main meter, from the submeter goes the one to the frost-proof outdoor faucet. I can even use that in winter.

It is simply different everywhere whether meters are allowed and under what conditions. With us it is allowed, even with self-installation without inspections/seals or anything. So the cost is 20€ every 5 years.

But this summer was simply too hot, we already stopped watering early because it was pointless. 10 cubic on the meter for this year.

With us, it was mandatory to have it installed by a specialist company, but that was manageable. Around 50-80€ or so? You get the costs back after a few years.

Especially this year it was sensible and necessary.

When I looked at how the plants at the edge of the field looked, which didn't get any water, I know that I wouldn't have wanted my garden to be like that.
