If a building authority receives personal data, it is only allowed to use it for the intended purpose, provided the data subjects have not consented to other uses or the authority is not authorized by law to do so.
In this respect, "data protection" is indeed a well-known trump card, but on the other hand, it is a real existing hurdle that (especially as a citizen) one can actually be glad about. I think it’s good that the registration office, for example, is not allowed to enter my data into address directories without consent. My medical records are also none of my bank’s business, even though some would certainly like to link that information.
That’s a bit weak now, isn’t it? It’s about authorities that are already in possession of the data not being allowed to enter it into a central register. Not about a doctor giving medical data to a bank. I am solely concerned about the state.
