Well yes - but not in the current times...

Interest rates have risen massively... Photovoltaic prices have risen massively...

If I have to borrow 20k for 0.8% more at construction prices of 2400/sqm my God...

20k more for 3.2% and 3000/sqm construction price is a different ballgame.

Edit:

Does a mandate count from the date of the building application approval or the actual start of construction?

Until now, the date of the decision was considered the milestone. But since those up there are fickle, anything is possible in the future. In BaWü there is already a photovoltaic requirement for new buildings, or am I mistaken?

Since 05/2022 yes...

What do you think will happen in the market when from 2023 onwards there is nationwide photovoltaic for all new buildings... Then I will retrain as well and make a killing...

The stale aftertaste in DE is mainly due to the fact that for many years people have taken the easy way out and relied on marketing nonsense and inflated engines (keyword Plug-In Hybrid) instead of real innovations. That made development less stressful and was easily sold to Uwe and Renate ("We've always driven brand XYZ!"). As if that weren't bad enough, people then also complain that in the meantime other manufacturers have put their not-so-harmonious sounding indicator on the left and overtaken us in terms of innovations.

If the , special topic, material has become 30% more expensive, but electricity has also caught up. If photovoltaics amortize in under 10 years, I would consider it sensible.

I personally very much hope so. I can't understand this whining from you and other builders. You may perceive it as "being forced upon you", but please be aware that building is the ultimate luxury and the photovoltaic system is probably the only trade that pays for itself.
