And that is good as long as wage increases in the lower income segment exceed price increases. Unfortunately, that does not seem to be the case right now.

But the majority of builders don’t hang around here. What is discussed here is not average. People who come here deal with the whole topic above average. The majority of builders construct prefabricated houses without getting deeply involved, or buy from a developer.
About a year ago, we were still offered a gas heating system and only the heat pump as a more expensive alternative. We chose it only because of the KfW subsidy. Which we are now glad about.
But that is still the standard.
When I walk through new development areas here, the heat pump is not standard, nor is photovoltaics.

According to Statista, in 2020 heat pumps had a 48.5% share in new buildings. Clearly an increasing trend...

Photovoltaics are certainly well below that.

Similar from personal experience. Our new housing development has 12 plots, all in the last 2 years.

So in 2017, when we looked around, heat pumps (often just air heat pumps) and KFW 55 were usually included as standard in the construction specification, often with decentralized or centralized ventilation. KFW 40 was available for an extra charge. At that time, I did not have a construction specification with gas or energy saving regulations in hand. There were also some really big general contractors involved, so they probably cover a relatively broad mass outside of the forum.
In our area, neither photovoltaic nor heat pumps are unusual.

I also do not believe that above-average wealthy builders are here in the forum. These are builders who want to inform themselves and get the best value for their money. Many make their biggest private investment simply naively. That is probably how we differ from many outside here. Yes, maybe we are the nerds of house building.

It has already been communicated that funding is more efficiently invested in the renovation of old buildings than in new construction in order to reduce CO2 emissions. Therefore, I would not necessarily count on great new programs for new construction. However, something good might come up for photovoltaics.

Experience from the newest BG here with ~40 plots, development 2020:
Photovoltaic share max. 10%
"Low-budget" stick houses (share ~25%) like T+C almost exclusively gas
Middle price range, as frequently represented here (~50%) 2/3 gas 1/3 heat pump
High-priced single-family houses + investment properties almost exclusively gas again

All built last year and this year.
