According to the instructions, a plot of land with a construction project that is not yet "ready for occupancy" is to be classified as "undeveloped land." This, of course, changes promptly over time. Can anyone say whether this is an advantage/disadvantage? Do I have to fill out that stuff again when the house is finished?

I would assume that you have to do it again. We were allowed to do this at the beginning of this year because we had newly built last year. The tax office knew about our new building without our involvement. We received a new property tax assessment notice in March dated 01.01.22. But don’t think that they use this for the reform. They are not allowed to for data protection reasons. So I have to fill it out again now.

The revaluation usually takes place within 1-2 years after construction. Fill everything out again...

Yes, there are. Apparently, the tax office is informed by the building authority upon completion and then gets in touch.
