I see it differently... Politically, the single-family house has become undesirable or will become even more undesirable in the coming years. The designation of single-family house areas is supposed to be made more difficult/limited/prevented. Prices for properties that could actually be pushed aside are rising because a single-family house can/still may be built on these plots... For me personally, buying in a "bunker" with 10 or more residential units is out of the question... but there are supposed to be people who like that... The cat eats mice, I wouldn't like that...

Does the AVBFernwärmeV also apply to [Nahwärme] or is there something different?

But it should at least have a sensible layout and everything necessary that "a living unit" requires. We often talk about ergonomics when it comes to kitchens; that has nothing to do with taste or preferences ;) If, as with @haus… 1987 ?! there isn't even water supply… then no wastewater either… that's called improvisation.

In my opinion, this is the "will" of a small bubble – at the local level, it is now really getting exciting because the fat times are over. Building areas are a classic source of income.

And the next point, which will still take some time – the shortage of skilled workers, which will then become rapidly noticeable. The cities that have enforced this blockade will age very, very quickly. Politically, perhaps desired due to voter demographics, but otherwise rather unwise.
The demolition houses have long been at a price peak precisely because of this possibility (for whatever reason, top politicians believe the market has not yet noticed second-hand houses), driven by the bubble beyond the break-even point, where demolition would still have been worthwhile. Today, with the interest rate shock + material price explosion, this is probably the area where prices will fall the most. Following that are the unfavorably divided towel plots. What will certainly last the longest are the young/recently renovated used houses..

What is everything necessary anyway? Everyone will define that differently, for example, a microwave with an integrated oven is enough for us, someone else still needs a steam cooker, etc. And sure, there are guidelines for ergonomics, but not everyone will find them perfect for themselves. For example, I have followed the "rule" of a distance of 1.20 m between two kitchen rows and think that it could be 10 to 20 cm less. Not a big deal, but it shows that ergonomics is not universal either. My son, for example, wants to build a very long kitchen row, which would make any ergonomist throw their hands up in despair. People are simply not machines.

Negative – when it comes to the situation of either having nothing or buying something like that, prices are called that will knock your socks off... Here there are waiting lists with triple-digit lengths... When something like that comes on the market, it is online on classifieds for a maximum of 2 days...

Exactly. And that’s precisely why I would think carefully before the connections are set up. Otherwise it might fit the electrician, but not me. :)
