If you would now also write what this planning applies to. For ONE new development area? For ALL future development areas? Only inner city? Metropolitan area? Densification on existing plots?

That sounds as if it is meant to apply to all future development plans in the urban area. 55 dwellings per hectare is also significantly denser than it sounds at first glance. It's not just the residential buildings; streets, playgrounds, etc. will certainly also be included.

Applies to EVERYTHING in Münster that receives a new development plan. This is then usually supposed to have an urban development contract. Existing structures are not addressed. There are also things included such as - KfW40 as minimum standard, parts of a quarter as passive or plus-energy houses - Photovoltaic obligation - Avoidance of grey energy (preferably avoidance of underground garages, economical use of CO2-intensive building materials (e.g. wood, recycled materials) - Heat supply via district heating, decentralized with renewables or private (renewable) self-supply (if possible enforced), avoidance of air conditioning - Light colors to prevent the heating up of the location - Roof and facade greening - Compact building forms Etc.

Some of it certainly makes sense, such as the connection to the heating network. On the other hand, heat islands mainly arise from dense development, which is actually encouraged by these requirements. Bright colors or facade greening do not help much in this regard. Avoiding the combination of neighborhood garages and underground garages is nothing more than the umpteen edition of car-reduced settlements, almost all of which have spectacularly failed so far.

Yep. If you can't afford bread, you just have to eat cake.

I checked once. It costs about 800 EUR/m² in Münster. So for 600m², 480,000 EUR. Then add a house on top, you're close to a million. At 4% interest...

None of you could afford that either ;)

Therefore, it makes sense to promote semi-detached and terraced houses in these locations. So that people have a chance who would otherwise have to keep living in rental housing...

And this nonsense about the single-family house as a green island... when I look around here in the new development area, I see: fully paved front yards and in the garden, an ecologically pointless English lawn that is kept green in summer with loads of water... and a lonely little tree in the farthest corner...

I heard a report about this yesterday. Among other things, settlement structures are to be created that are based on the garden cities. This can be a good concept especially for young families and elderly people.
