But a wind turbine in the area, yes. And the distance regulations are supposed to be overturned...

Regarding the financing of photovoltaics: so take out even more credit or how or what????

The loan is repaid by the grid operator. So why not? Separate account, then you won’t notice anything at all. Important: As large as possible, including the north roof, if it’s not too steep, and no storage. Ah, and you are also allowed to keep the electricity you use yourself. Crazy model, right? ;-)

The ones who build 160-180 sqm + basement + double garage for 2 people. So by now, the majority of Germans... Home builders are very poor people (I find the irony).

Yes, this clientele does it anyway because money doesn't matter.

The average person already has trouble building a little house at these prices. You don't just take on another 10k, even if you might get it back at some point.

Photovoltaic systems do not have to be 10k "large" right away, even though bigger = better. If the obligation for new buildings were introduced, KFW loans would be needed. These already exist, but the conditions are not so great. You can also rent photovoltaic systems. Economically not so wise, but when it comes to liquidity … one can also consider that.
