Does it maybe make sense to do an individual measure like the ceiling insulation upper floor after all?

To the KfW55 builders with 36 cm bricks: are you still getting additional insulation on the exterior wall? I ask because our energy consultant mandated 42 cm bricks for the KfW55 (however, without additional insulation). I would have preferred 36 cm.
