According to estimates, costs of about 1,000,000,000,000 euros (one trillion) will be incurred to achieve the climate goals...

well, this is the consequence of the fact that for decades a contradiction between economy and ecology was constructed and propagated by interested parties.

To crown it all, the economy will soon portray itself as the victim of the problems it caused itself.

Well, it's mainly about subsidies. Because you can't force anyone to renew the heating system, the building envelope, or the roof. There have to be incentives for that. Another study estimates that 90% of heating systems are set too high (meaning with too high a flow temperature). If they were set/controlled more efficiently, a tremendous amount could be saved in heating energy alone.

The bigger problem will be implementing the measures - that is, the replacement or installations - through the trades. There are simply too few craftsmen for this mammoth task.
