There is exactly one reason: grid fees. These are essentially determined by the large transmission system operators based on the investment volume. Now, especially in Schleswig-Holstein and also in Mecklenburg-Western Pomerania and Lower Saxony, a lot of money is invested in grids to connect on- and offshore wind turbines and to build main lines heading south. The investment costs are then divided among the respective grid users. In northern Germany, also little electricity is used (little manufacturing industry/heavy industry) combined with a low population density. Thus, the high costs are spread over few kWh.

In southern regions, nothing is done there, the power lines run into emptiness, and the electricity consumption per meter of grid is higher.

There are efforts by the northern state chauvinists ... uh, state leaders to initiate changes, but I believe Günther Daniel has very little influence compared to the heads of NRW/Bavaria/Rhineland-Palatinate/Hesse/etc. The latter naturally have little interest in changing that.

By the way, Rooobäärt also ranted against the regulation during his time in SH, but at the big feast, everyone thinks of themselves first.
