We have already signed. Advantage, secured slightly lower interest rates. Disadvantage, if we do not build and do not need the amount, we have to pay a "penalty" again.

Are you building with a general contractor or a developer? Interest rate, fixed interest period? All of these are factors that influence the decision. At some point, the marginal costs are too high for a demolition. (Land, incidental costs, financing, etc.) Do you have no possibility to award trades yourself? Actually, it's not that many.

We are rather thinking of a finished new build or properties that are not older than 5 years. Actually, there might be two nearby.
You are absolutely right! We are considering replanning.

We are building with a general contractor. We have above mixed interest, 1.3, 1.6 and 1.8 and 10, 15 and 20 years.

We can give the land back to the municipality.
