I personally very much hope so. I can't understand this whining from you and other builders. You may perceive it as "being forced upon you", but please be aware that building is the ultimate luxury and the photovoltaic system is probably the only trade that pays for itself.

I wouldn't worry too much about new construction. This issue will be settled for the foreseeable future.

The latter, however, is currently not the case. Not even with an assumed lifespan of 20 years. I recently got a quote. I would have needed 80% self-sufficiency for it to pay off. And with a mandate, it would get even worse. And that wouldn't just affect homeowners, which might still be called a luxury. It would also affect rental apartments. And there we are probably no longer in the luxury segment. The apartments promised for the next few years can already be forgotten.

Just because your offer wouldn't have paid off doesn't mean that applies to everyone. But yes, currently finding a proper offer is not so easy. Ours from this year is fortunately definitely one. Depending on the crystal ball, prices will normalize again. Maybe we can agree on one of the statements "The photovoltaic system is probably the only trade that most likely/at all/partially pays for itself"? ;) As a Franconian, pardon Bavarian, I find it utterly unacceptable that the development plan still prescribes roof shape and tile color, but neither photovoltaic systems nor cisterns are required.

In our development plan, all sorts of things are prescribed, including the size of the cistern and even the preferred native tree species to be planted. Fortunately, the photovoltaic system is only “highly desirable.”

And let me guess, they are almost exclusively large trees that you can either plant far enough away from the boundary or far enough away from the house but not both at the same time?
