I am currently tearing down a house and building new. The development plan requires archaeological supervision. Neither the archaeologist nor the office see this as sensible - it’s just there, it has to be done, 500-1000 euros.
Conversion of an attic: regulations require a fire escape on the house.
Fire protection requirements: presentation in the local school auditorium - now 6(!) personnel plus TLF must be employed.
Digital electricity meters: Supposed to be totally secure - the end of the story: the meters come in sealed boxes and may only be installed with a four-eyes principle, including documentation on thousands of levels. Endless costs.
GDPR: ... no words.
In summary: basically good ideas are inflated until the core idea is completely absurd. This costs time and money - and in the worst case, a complete swamp of hangers-on forms who still hold out their hand for various certificates.
At friends’ place, the well-paid energy consultant didn’t even enter the house. He just signed the application after sending 2 pictures of his Wilhelm. And charged several hundred euros for that.
