Yes, the second meter had to be installed, but that was done by the grid operator who received a fixed price for the connection; there was no mention of 1 or 2 meters. No idea if that cost extra. And the installation in the meter cabinet for the electrician is no more complicated whether he connects the cables to one meter or the other. According to the general contractor, there were only additional costs for a larger meter cabinet, but I don’t remember the amount now, it was definitely not much.
When the decision about the second meter was pending, the energy market was still fine and there were several providers offering around 20 cents for heat pump electricity. Nobody could have guessed it would change so quickly. Now we have the second meter and will see in a few years whether it really paid off.
