Such instructions are probably only feasible for municipal enterprises. I do not think it is possible for private companies.

Sorry, I was short with people all day today...

~160 sqm according to KFW55, we have central ventilation from Zehnder...

The heating engineer said, if I understood him correctly, 6000 kWh electricity for heating + domestic hot water... That would probably be around 18,000 kWh of heat...

The local heating (biogas waste heat) costs 9 cents/kWh until 2031 + €416 basic charge... The operator is a private cooperative... so maximally profit-oriented.

I really find that a lot for the house. Then it costs a slim €3,000 per year at 50 cents per kWh. District heating would be €2,000 per year.

That fits the calculation. For us, a heat demand of 11,000 kWh was calculated. We have 2/3 of his living space, also kfw55. But I suspect he won't need it.

195sqm, KFW 55, Zehnder controlled residential ventilation, geothermal. About 2300-2500 kWh electricity with not too great annual performance factor. At 6000 kWh, I would crush everyone into the ground. Botched on purpose or what?

I don't find that appropriate. 160sqm x 35 kWh/sqm would be 5600 kWh heating demand. The rule of thumb for hot water is 600-800 kWh per person, so for a family of four we'd be in the range of 8000-8500 kWh. Heat, mind you, not electricity. So you still have to divide by about ~3.5.
