And who is raising the youth again? Hm… :D
Bullseye…
The youth has long been under the ground themselves and in turn had plenty of time to complain about the young generation :-( an endlessly recurring cycle ;-)
If your quote is correct, then it says "...can". And not MUST. What is so wrong about this way of thinking that it causes a dispute about the qualification of the politicians? Whoever has the money for this long-term way of thinking may later be at an advantage because he/she has an alternative to possible renting out or even selling. At the latest when the children have left the house, some builders wish for a change in their living situation (e.g. through smaller living space).
But it is not just a money question, but practically hardly possible to design a floor plan for both. You will definitely ruin one of the two floor plans quite badly. And then we have not yet solved the separate building services, sound insulation, etc. The idea is tempting in theory, but in practice it simply works poorly. The best approach is still a granny flat that can also be accessed from the other apartment through an interior door, which later disappears behind a cupboard.
On the other hand, many retirees let their houses fall into disrepair because the pension is not enough to maintain them. And because a house simply cannot go 30, 40, 50 years without renovation... so it’s not a bad idea to prepare to rent out part of the house... But unfortunately, financially it’s not entirely without cost either, that's true...
Those who do not plan with a [Einliegerwohnung] from the beginning do not need to worry about it.... No one will pay you anymore for the necessary conversions alone...

Then it just means continuing to live on 180 sqm or more with all the consequences or building new again... everyone knows in life that children eventually go their own way.

The problem here is the mentality regarding home ownership. Once someone builds, they want it to stay in the family, that he/she/they will be carried out "feet first," etc., etc. In other countries, people are much more pragmatic. There, houses are sold, bought, and exchanged. I also see the problem here with the additional costs (taxes, notary fees, etc.) – if we could finally get a handle on that, many of these problems wouldn't exist.
