Well ... if I inherit a house worth €250,000 and also debts of €50,000 because the heating was renovated beforehand ... I think there are much worse things. ;)

This is not about complaining. It is about the fact that other countries have economic constraints and, because of these constraints, do or do not do certain things. Even if we in industrialized countries believe that it does not make sense. Because cheap can be calculated in different ways. And no, a German investor will certainly not build a solar park in Ghana with the goal of selling the electricity locally. The return is simply not there. What might happen are solar parks in the Maghreb for export to Europe. Although such projects have so far been announced about as often as hydrogen ;)

Back to the original topic ... could it actually be that building is so expensive because so much botched work has to be meticulously corrected? I had quite a commotion today because someone didn't understand the concept of a combined shaft and our house was connected to the rainwater sewer. It was only discovered by chance. The shaft cover was broken and when removed it completely shattered and damaged the "rainwater" pipe. It was wet and smelled like sewage, while the channel beneath was bone dry. The cover was still on. Back then, two shovel loads were saved with the big excavator, now everything has to be dug up again... I'm just glad it was discovered now and not after we had completed the landscaping.

Inheritance: 250k Debt: 50k heating + 120k necessary renovation

That’s 170k less real inheritance ;) I would prefer the 170k with an h in front rather than with an s ;)

Sorry, but what kind of nonsense calculation is that?
If I inherit something worth 250k € and 50k € loan, i.e. debts, at the same time, then, simply calculated, an asset of roughly 200k € remains that I inherit.

And where does the claim that an inheritance should be received free of debt come from? One should consider oneself lucky in any case to inherit anything at all. It is not the case for many others. There is simply no legal entitlement to the largest possible debt-free inheritance.
