Yes, the municipality chooses the assessment rate itself. Since there is supposedly no intention to profit overall from the reform, we will see what will happen with the assessment rate by 2025.
There is an opening clause, which Bavaria uses for example. But Berlin has committed to the federal model, like most others as well.

yes exactly, I have slightly less living space, but currently pay 174 EUR. But I made a mistake! At the moment I am paying property tax on an unfinished house. In that respect, yes, the comparison is flawed. But for my condominium I had calculated it correctly once. I currently pay 207 EUR per year and according to the calculator I would have to pay 710 EUR. So a three-and-a-half fold increase. It won’t kill me, but for my mother it would be ruin.

So let's hope that the House of Representatives really takes the next election result more into account and doesn’t want to alienate all homeowners. The next election in 2024 is not that far away anymore.

The big question is whether the declaration of intent from the major political players is also received that way by the municipalities. Or if everyone operates on the principle that someone else should waive it.

The quite small municipalities are probably less problematic in this regard than the medium-sized cities. In small municipalities, where the vast majority live in owner-occupied homes and half the people personally know the mayor, hardly any mayor would want to put up with people lining up at his office and his private phone not stopping ringing because Grandma Heidi and Uncle Klaus suddenly have to pay double property tax and the grandson of Great-Aunt Elsa in XYZCity no longer pays at all, even though she lives in a much more sought-after area. Especially since the mayor himself would then also have to pay much more for his own land.

Well, what does enriching mean. Due to Corona and the current situation, we are already receiving less trade and income tax. In addition, three construction projects currently have to be carried out (schools, cafeteria) because the federal government wants full-day care. The Greens here have naturally enforced an eco-solution. Now everything is becoming more expensive. The streets look terrible. The accommodation of refugees is yet another issue.

I don't think it will come down to it remaining like this...
