Unreasonable hardship applies to the 80-year-old widow who has lived in the house for 50 years and would have to sell the house because she can't even get a 5,000 EUR loan. And she couldn't even pay the installments.
Here, a buyer simply miscalculated because they didn't expect rising interest rates.

Take the smallest system that meets the requirement and absolutely no storage.
A friend just had a 4.2 kWp system, 5 kWh storage, and a new meter cabinet installed for 19,500 EUR.
He won't make that money back in 25 years...

And I couldn't sleep one night because I was laughing...

Miscalculated? Maybe. But a denied loan approval is explicitly listed as unreasonable hardship by the state government of BW. Regardless of whether 80 or 30 years old. That is usually at least 60% of the roof area (that is suitable for modules – e.g. north-facing or permanently shaded areas can be excluded). That can add up to quite a few kWp. And then we come back to the costs – just quickly installing 25 kWp and receiving or having to finance a quote of €40k can already cause a financing to fail.

For existing properties, it was decided at the beginning of 2022 and has been in effect since January 1, 2023, and there hasn't been 1% financing for a long time.

such statements can only come from high earners who have no idea what dilapidated properties around Stuttgart already cost. It is then quite normal that there is no margin for an additional 15-20,000.--€

The obligation to install only applies in the case of a major roof renovation. In a few years there will probably be rulings on whether a 1:1 replacement of the roof tiles is already sufficient. But if I'm going to do the roof anyway, then completely with insulation, underlayment, and new battens. The question is who controls it if there is no building application. 60% of the suitable roof area must be covered, which in the best case means under 10 kW, which, if the roof is done anyway, costs around 10,000.--€ and pays off very quickly. But I can understand if someone doesn't want a new loan. I didn't take one out either in a similar situation with 1% interest.

The guideline explicitly states "and always when the roof waterproofing or roofing is fully renewed." A clear requirement that cannot really be disputed. Also to be found in FAQs, etc.
