You are right. I did not see the change. In summary:

Surplus compensation currently (July 2022) vs. Easter package:
less than or equal to 10 kWp: 6.24 cents vs. 8.60 cents
over 10 kWp up to 40 kWp: 6.06 cents vs. 7.50 cents

You have to be careful: the "Easter" package is later than "July" ;-)

: Reasonably, one should not use a fictional sum of money but the available roof area with a suitable orientation as the upper limit for photovoltaics. Because actually, every photovoltaic system is too small. If the money is not enough for the roof areas, leave out the storage initially. You can retrofit it when they become economical. (Currently, they are still about €500 per kW too expensive). And if the money still isn't enough, it almost always makes sense to finance it. After all, it pays for itself.

I have now read that the 70% rule is to be abolished for systems <25 Kwp. Does anyone have more information on this?

I also don't understand what that's supposed to mean. Especially now, when all roofs are gradually being filled, the rule would make sense. With something around 3% loss, 30% more systems can be installed in a network section. The rule made sense.
