First picture, yellow cable is LAN, right? Isn't it in an empty conduit?

I don't know.
I haven't seen any conduits there anywhere.

Are the cables allowed to be laid so wildly? I thought only vertically or horizontally, at 90-degree angles and straight.

According to DIN standard, to my knowledge, no. Electrician says the current doesn't care how it flows.
At the moment, everything seems to be chaotic there and the expert doesn't seem to be much help either. See my thread about it in the floor plan planning. :-(
