Yes, I would say partly partly.
Maybe the ceiling should just be sprayed, I was just at my neighbor's, that’s how it was done there and it fits.

That doesn't look to me like a problem with the color. More like you can see through the substructure.

So you're saying it's the painter's fault?
The guys rolled not lengthwise but crosswise to the sliding element... you can see that too

From the pictures, I also see more of the substructure shining through there, probably too little putty and sanding
