Mmh, well I can't quite confirm that. Of course, clear glass is brighter. But that doesn't mean it's dark behind my frosted door. Much more decisive is, for example, the orientation to the sky.

It is not dark behind it, yes, but no light rays fall in that can really reach into the room. Frosted glass only produces diffuse scattered light, which does not penetrate far into the room. I would always choose clear glass and only have it professionally tinted if needed. An exception might be if there is a publicly visible area on the outside. However, I would generally minimize glass in such a direction. A sensibly oriented building has north there anyway, maybe east, so the light comes from the other side anyway.

In publicly visible (entrance) areas, frosted glass is still better than none at all. Additionally, the entrance area rarely has more than one exterior wall.
