Does that mean if you want to cool with the brine-water heat pump in summer, you do need the ERR?
Because I wouldn’t have installed the ERR for heating (the exemption application has been with the office for 2 months).

No, but if you have one in the bathrooms, you can simply set it so they are not cooled.
Or you manually turn off the bathrooms in spring.
