It is probably a semi-detached house, meaning 2 semi-detached units with 2 apartments on the ground floor and 2 apartments on the upper floor accessible by outdoor stairs.

Oh yes, the outside staircase is the entrance to the upper (rented) residential unit. My door is directly below it. It is a semi-detached house with a total of 4 residential units.

I have to correct myself after reading it again. The steel construction that was probably meant (there was no other one pictured) is the base of the balcony that is hopefully going to be finished soon. The railings are already with us, the balcony flooring (Balkodur) as well as the glass panels are still missing. The entrance area (outside staircase) was also pictured by me a few posts earlier.
