I have a quick question, why does one do that? Top coat plaster only after 2 years? Is there a specific construction-related reason for that?

Yes, according to consistent statements from my architect, the general contractor, and the plasterer, drying and settlement cracks can occur in the plaster, especially in the first two years. I am not bothered by these cracks visually in the base plaster and they can be easily repaired before applying the topcoat plaster. If the plaster cracks after the topcoat plaster has already been applied, the effort to repair it is greater because the visual aspect plays a bigger role. At our general contractor, all houses are done this way (which does not always mean it is correct). However, the argument above convinced me. For the topcoat plaster including scaffolding, I also received a fixed-price guarantee for at least 2 years at the time of contract signing.

And from when does the warranty (for the house/the base coat/the top coat) then start?

That will be the most interesting aspect of the whole matter, as it is a contract and the acceptance will hardly be complete upon moving in (implied conduct). In a legal dispute, it will at least be "interesting".
