Well, it's more rural or urban, that's the question. In Rhineland-Palatinate, you only pay 10-20€/m² in rural areas, while in Mainz you can easily pay 500. Similarly, you can get plots somewhere in the middle of nowhere in Saxony for 10€, while in Leipzig or Dresden you also pay 500, if you're lucky.
