The eco paving is mandatory in many settlements and, depending on infiltration, may only be accounted for 50% of the floor space index. It can be worthwhile for narrow strip plots.
But whether it is the concrete or the spacers, someone else has to explain.
The joints would have to be much wider for infiltration. It is the paving. You can see this well here after rain; at the neighbors’ place, the stones are wet much longer than here.
