State building code NorDeutsche Reihenhausein-Westfalen (Building Code NRW)
§ 36 Stairs
(6) Stairs must have at least one fixed and easy-to-grip handrail. For stairs with a large usable width, handrails on both sides and intermediate handrails may be required.

But

(8) Handrails and railings can be omitted, especially for stairs up to five steps, if there are no safety concerns taking into account the needs of disabled or elderly people.

I think, luckily, no handrail. I like it, looks stylish.

I would also like to post our current construction status... what you can see is the fine plaster. This will still be painted in the final color tone.. unfortunately, we don't know yet which tone it will be.. we are still searching. I always have to praise our craftsmen again... they really do a great job.. they put a lot of effort in. We are happy every time about the new progress. Best regards, Steffi.

Here in NRW, it is apparently the case from 3 steps in a multi-family house. Although for a severely disabled resident, even 2 steps without a handrail represent an obstacle.

Aha, and are people with disabilities excluded there?

The cup goes to the well until it breaks. Then the outcry is great. My parents had anti-slip mats on the steps in winter. When my father once carelessly went to the mailbox, he slipped. Fortunately, nothing was broken, but his backside was black. In spring, a handrail was installed.
