Clear enough. The report says either to cut back on the neighbor's property or to install support elements.

I will certainly have to have a retaining wall built for the terraced mid-terrace house. However, the question is whether I will also need it for the end-terrace neighbor, since there is my 3m wide parking space in between, on which I could cut back within my own property.

At least the house and the terrace, and as correctly pointed out, also already sloped. Parking spaces next to the house can still be "in front of" the slope, yes. The parking spaces are quite heavily loaded even with cars, so the slope must be fairly solid. Fifty (einsfuffzig) sloped at 60° already costs about 87 cm in width. Are we actually talking about with or without a basement now?

Tell me the post number where the plot is located.

The right blue line is the retaining wall to the neighboring property (which is about one meter lower).

To the left of it, there will be about three meters of parking from my side, then later about three meters of parking from the other end-terrace house. The area marked in red will then be our parking spaces. It would be easier to wait until the neighbor also backfills, so that the area can simply be backfilled together, thus saving the retaining wall. Hence the question of whether the area under the red section where the slope is can simply be backfilled.

Here the situation without a basement is being played through – just as originally planned.

ah, now I understand what you mean. I would first ask an architect/structural engineer/construction engineer. Cutting off directly at the edge of the house could be difficult if the height difference has to be overcome within only 3m. Regarding later filling and creating parking spaces on it, I wouldn't know of anything against it as long as suitable soil is used and it is compacted sufficiently.

If the neighbor does not backfill as well, you will need the embankment (then you will be missing the parking space) or you will need L-bricks there; you will have had to create the parking space when you build - whether the neighbor's willingness is already known or not. If the middle houses from your block do not backfill, your house would be standing on L-bricks - you do not mean that seriously, I see your basement sealed.

The entire area must fill up or build basements to reach street level. (see current picture).
