Annoying, but that's how it is. For a residential street, the resident share is generally the highest. But the decision of the municipal council to carry out the road surface construction at this stage was probably made in a public meeting, publicly announced, and then the residents had the opportunity to participate, i.e., the suggestion (to do this later) or the objection (to stop this now) could have been raised. Especially where the builders organize themselves in a community, at least one could take a look into the municipal newsletter.
