He had roughly explained it to me once: the base slab is then executed as a precast concrete part and then rests on the foundations.
Therefore, no expensive compactable material needs to be poured in between; instead, the excavation can be used. The backfill then no longer supports the base slab but the foundations.

If he really wants to pay several thousand euros for the necessary support because of 15 cm more ceiling height, that would be more than unwise.
