Answer from the BGM in essence:

- in the other development areas of the municipality, this was already the case and all (basement builders) liked it

- current basement builders also find it great (received feedback)

- plots (500 €/sqm) were sold at a special discount to give everyone the chance to have a basement up to the top floor

- therefore, they saw no obligation to inform the sellers in advance

- favorite part: they offer us to reverse the purchase, of course at our expense

Pretty cynical. Although building with basements is probably very common in this area. Sure, in recent years this has also decreased here, but assuming that most of the plots will have basements solely due to the minimal subdivision is not wrong. I think it's time to really recalculate how much additional cost a basement actually causes under the given circumstances. What still needs to be excavated could possibly be distributed entirely on the property. That already saves quite a bit of cost. Maybe this way it will still become some kind of small win-win situation out of the theater, even though overall it certainly won't be cheaper than originally planned.

Well, it almost sounds like the conservative majority wants a basement and so that's how it will be done...

and yes, we are also building with a basement - but due to the slope there was no alternative.

I would then, however, be so consistently conservative that I would only want my basement as a basement; and not my ground floor above it as a basement, just because I was only told afterwards that the "water level" of the terrain surface edge is now supposed to be one point five meters above the finished floor level of the ground floor. Slowly, I really want to know which substances are being smoked in the municipal administration of Schilda. Requiring a ship lift system between my street and my garage, in my understanding, runs diametrically opposed to the alleged "building for normal earners."

And now? Redesign the house including additional costs?

Find allies and contact the opposition and the media. Extra3 has had significantly less absurd stories. Alone you can only swallow and make a decision - "Up to here and no further" or "Close your eyes and push through".
