Honestly, I’m afraid he wouldn’t be the last substitute applicant for the property. The last one at least gave up while it was still a raw plot, the next one(s) might only get cold feet once a piece of a building ruin has already been created. Here, building truly becomes a measure to increase composure.

I think I'm missing a piece of the puzzle. Could you briefly tell me again what the advantage would be?

He wouldn't have to underpin our foundation then, as he will build with a basement. We wouldn't have the "risk" of later settlements and he would have significantly lower costs, since underpinning is quite expensive.

Just as you list your neighbor's cost planning, it seems he is budgeting very tightly. It basically doesn't concern you or us, but we know that these amounts are nowhere near sufficient. I fear that many do-it-yourselfers underestimate the costs – and I hope your neighbor is planning generously and has a few (many) tens of thousands in reserve, so that his construction site doesn’t remain a construction site forever...

So - I have not received any feedback from my GÜ that the neighbor's architect has gotten in touch. Also, today the foundation trench to the neighbor was dug. And that doesn’t look like basement depth. Therefore, the matter is probably settled.
