You simply put up a truck crane and ask no one. Especially if the properties remain accessible anyway. The building authority might have been difficult because it was erected first and then legalization was requested. Lastly, it should be said that you can also build a house without a crane. You don't need it forever either; maybe it can also stand on the neighboring plot?

The depression is not a problem for the crane. The parking spot will of course be gravelled. Quite normal.

.. that means you really have nerves now. And it will get worse with every house that is started there now. I would seriously consider legal advice again. This is really more than absurd.
