How is it actually... Is there then, in a case where a multi-family house is built separately, a precise plan for how the house should look from the outside (depth, height, ridge height, roof pitch, etc.)?
If your neighbor plans completely differently, it could simply be that the houses don't fit together at all?! And by fit I don't just mean visually, but also functionally.
Or did I miss something?

Nice that you uploaded floor plans. I was wondering this morning how it looks or if I missed something.

Well. Everyone plans and builds their house as they want – both visually and functionally. Our neighbors, for example, are building "only" two stories – we, classically for a townhouse, 2.5 stories. There are maximum values that must be adhered to. Furthermore, each house group must have the identical roof shape and the gable roofs must have roof pitches that differ by no more than 5 degrees. Otherwise, there are options with and without basements, etc. Quite a lively mix.

The middle houses must be set back 5 m to the rear because of parking spaces – we only 2.80 m. In between are prefabricated houses, solid, semi-solid, etc. It will become quite colorful.
