I can only partly agree with you. Basically, most builders are happy not to be too "restricted" and many of "us" often complain about too many specifications and regulations. The city simply assumed common sense and prudence on the part of the builders, which cannot be assumed for all builders. Speaking now just for my husband and me: In the case described by Goalkeeper, we would either have foregone the basement (and maybe rented a garage somewhere or leased a garden shed for our "stuff") or we would have done it properly. It's not as if Goalkeeper's arguments were wrong or did not correspond to "law and order."
