The rules apply purely to public spaces. In your own place, you can do whatever you want. Whether it is wise is another question.

It should be around 2.20 to 2.30 meters. The plumber determined that.

In the two bathrooms on the 1st floor and attic, we don’t have any electric ones – we don’t lower them there anyway. In the rest of the house, we do.

No. Definitely not. The regulations imply the personal domain. I asked several sources about it yesterday and today... the crux (or the loophole for citizens) is that you cannot tell if the "assembly" takes place in private premises. Private versus public... yes.., but the regulation of public space includes the private domain. This was explained to me by several officials. The only difference: a criminal offense in public, an administrative offense in private.

Several officers may interpret it that way. A judge can see it very differently. And will very likely do so. By the way, many officers see it differently too.
