That is (unfortunately) normal... and not a reason for complaint :-(
Concrete is cast in molds at the factory and packaged after hardening; mostly not yet fully dried (not 28 days) and then wrapped in foil. Excess water then accumulates and causes these lime efflorescences. I myself also have this on some concrete slabs on our newly laid terrace. It was almost always the first layer of the pallet. It is supposed to "wash out" over time (rain). If necessary, you can treat it with special stone cleaner. For that, contact the supplier or manufacturer of the concrete stones to see if they offer something like that.
