That is why I wrote that other instruments are needed. It cannot be that a plot of land remains undeveloped for more than 13 years, that the plot is sold on time at the end of the building permit each time, and that the price per square meter has increased by 370% alone because of this. The costs for climate protection are a joke compared to that. These are prices of 50 €/sqm cold.

What else is the lady supposed to say? She represents the interests of her association and is anything but neutral. From her perspective, the reduction of KfW55 for homeowners is apparently no problem ;-)

We have now stepped down from KfW 40 EE and are moving to normal KfW 55 level - which no longer exists anyway. From your point of view, is it worth spending about 2,500 EUR for 6cm thermal insulation under the slab? According to the general contractor, the advantage is minimal and in his opinion it is not worth it.

She points out the consequences that this recent decision brings for millions of tenants: stalled projects, delays, lost planning costs, and not least (even) higher rents. Oil on the fire of the overheated housing markets and a real blow for low-income earners, small pensioners, single parents, and all the other groups who depend on speed in subsidized housing construction.

What kind of recent decisions (and by whom)?

That the subsidy is subject to financing approval can be read everywhere, it is not new.
That KFW 55 ends was announced.

That the application volume multiplies within one month, hardly anyone could have guessed it in this form? Increasing, yes, the final sprint to 31.01., but like this?
Then 6 billion was added, but unfortunately, that is still not enough.

Everything’s gone, that’s how it is. It was like this with the Baukindergeld, it was like this with the charging boxes.

But please don’t pretend that someone actively cut the funds under the cover of darkness. That is untrue.

I will quote Ms. Esser from the mentioned interview on 01/27/22 on the website of "Welt" (I believe quoting is allowed):

WELT: The Federal Ministry for Economic Affairs does not want to promote an efficiency standard that is now market standard. That sounds reasonable.

Esser: This consideration is absolutely correct, but it cannot apply to the entire housing construction. For single and two-family houses, EH55 is indeed now the normal standard, but for multi-family houses, it definitely is not yet. There, the lower EH70 standard is still common – and it will remain so, especially in subsidized social housing without funding. Politics must therefore decide between lower rents and more climate protection.

She says it herself... lower rents or more climate protection. What she does not say is that the climate protection effect between the normal standard and KFW 55 (or higher) is not that significant, and that with the same amount of funding more can be achieved climate-wise in the existing building stock.

Where this now affects "millions of tenants" I do not see.
