It is becoming apparent that the requirements are being massively tightened. Nothing will be below KfW 40 anymore - what the funding will look like for that is up in the air. The fact is that KfW40 hardly or not at all paid off even now, even with funding.

Why does it have to pay off? Saving the world will not be profitable.

Although off-topic... before we give billions away to the world, one could promote social housing/energy-efficient construction here (just as an example – decent pensions would also be desirable).... A look around the globe will show you what countries like China, India, etc. are emitting/causing... A new European diesel (car or truck) emits cleaner air than prevails in some regions of these countries...

We alone will not save the world... even if everyone lives in 40-story blocks, the room temperature is max 15°C, and climbing plants grow on the facade... Environmental protection yes – but not by brute force

It’s just bad luck for the person who wants to reach in where there is nothing left. Nothing more than bad luck.

It would have been fine if it had worked on the principle of "first come, first served." But the opposite was the case. Due to the random checks, some people who applied earlier did not receive admission. Just as mentioned here:

Builder 1 with application on 23.01 and immediate automatic (system-generated) approval. Builder 2 with application on 18.01 and by random selection in manual review; currently without approval.

That is not okay and makes no sense.

I only know this for solid builders, with Helma you can still revert from the 55 standard house to the Energy Saving Ordinance (I think there is about 10k€ reimbursement), Town & Country still builds this as standard and KfW requires an additional charge.

so the way now, before the Green KFW 40 hammer comes: build as cheaply as possible according to the Energy Saving Ordinance, so without photovoltaic, heat pump etc. Just a simple hut.

Please... are you really still thinking like this? Germany is ranked 6th worldwide in CO2 emissions. If you follow that logic, the following 189 countries should say the same because Germany emits more than they do.
And the statement about "giving away billions to the world," that is a turn of phrase found only in one political party.
