Symptomatic of how this country is governed. There is no foresight, after all, deadline effects have been known for a long time. Transitions from one funding regime to the next are poorly organized and occur abruptly. Last year there was also a huge rush on BAFA funding. Which will most likely expire for me, by the way, since it cannot be combined with KfW261, if I understood that correctly (I wanted to call about that). All of this combined with poor figures ("surprised by the flood of applications") and poor communication (which builder knew beforehand that the budget was actually tightly limited?). All three problems are not only limited to the construction topic; everyone could witness this chaos live over the last 2 years. The fact that it was even more chaotic in some other countries does not make it any better ;)

But there has never been such a run before. They actually anticipated an increase in applications corresponding to previous experiences from ending programs and had already increased the funds. Hindsight is always 20/20. What could not be planned precisely: how much money is in circulation, which should be put into buildings very quickly, and the panic over rising prices in the construction industry. You can see this in the many applications that were submitted but where no construction has yet taken place.
And the corona pandemic made forecasts even more difficult. People expected a slump in construction activity for a long time. However, the short-time work regulations and other measures supported confidence well enough that many people wanted to build despite the pandemic. Or precisely because of it.

And sorry, that the funding is limited, everyone who has ever applied knows that. That was even advertised – apply early before the pot is empty.

That is correct, but others also received nothing.

A friend and I applied for 2 semi-detached houses (same duplex) on 01/23 with the same energy consultant and the same information.
One application was approved automatically and the other was only put on hold for manual review.

It is simply a random approval.

I do not think it is right that, with these amounts, whether one gets approval or not depends on chance. It would be interesting to have this approval practice evaluated by a lawyer, against the background of the sudden halt.
